As Buildings FM & Compliance Manager you will be joining the Property and Capital Projects team profferssionals who operate within the Business Support Division. We champion innovation and embrace transformation whilst delivering projects within the built environment. Leading on exciting, high profile projects to regenerate Medway and put it on the map as one of the best places to live, work, learn in and visit in the South East. Our portfolio consists of Housing, Education, Corporate, Heritage. Works may include, condition programme, new build, extensions, refurbishment, and demolition. 

We need someone who will support the Head of Capital Projects by providing professional technical, strategic and FM advice to ensure statutory compliance and Maintenance programmes across the councils portfolio of buildings. To oversee / manage engineering surveys, routine maintenance of electrical and Mechanical plant and general building construction works applying cost effective solutions in close liaison with the client to provide an effective and safe working environment and to ensure project works are carried out to programme and within budget. Help lead on the councils green initiatives rolling out a number of schemes across our council portfolio of buildings. 

You will demonstrate a successful track record of delivery with the relevant professional experience. You will be involved directly in our major Capital Projects and support officers in all areas of delivery. Just as important will be your values, attitude and approach, and the ability to work collaboratively in a political environment, with client/colleagues, JV partners and building industry stakeholders, ensuring projects are delivered on time and on budget. 

You will be able to demonstrate your proficiency in compliance legislation, health and safety matters, the latest building techniques, demonstrate expertise in risk analyses, have good design experience and show the requisite computer proficiency for the role.   

You will ensure procurement processes are followed, contracts are in place, risks are mitigated, and reporting dashboards available for major projects, with budgets reviewed and protected through early risk mitigation measures. 

Essential Qualifications 

  • Educated to degree level in a relevant construction or engineering field
  • Full memebership of the IENG; FIET; EC; or equivalent (or working towards full membership)
  • BOHS P405 Management of Asbestos in Buildings
  • Up to date with CPD/training including Asbestos and CDM2015 certification

Essential Experience

  • Demonstrable experience of managing complex construction projects preferably in a public sector environment  
  • Demonstrable experience of developing and managing project teams and demonstrable track record of project delivery  
  • Demonstrable experience of managing budgets and reporting on delivery of service outcome
